SEOUL, South Korea (AP) — South Korea's president vowed Wednesday not to tolerate the prolonged walkouts by thousands of junior doctors, calling them “an illegal collective action” that threatens public health and shakes the country’s governing systems. Their walkouts have subsequently caused hundreds of canceled surgeries and other treatments at their hospitals and burdened South Korea's medical service. But if senior doctors joined the walkouts, South Korea's medical service would suffer a major blow. The Korean Medical Association, which represents doctors in South Korea, has expressed its support for the striking junior doctors, but hasn't decided whether to take part in the walkouts. Police were investigating allegations that five senior KMA officials incited and abetted the junior doctors' walkouts, and said they summoned one of them Wednesday.

SEOUL, South Korea (AP) — South Korean President Yoon Suk Yeol’s office said Wednesday that presumed North Korean hackers breached the personal emails of one of his staff members ahead of Yoon's trip to Europe in November. Yoon’s office said the cyberattack only affected the personal account of the unidentified employee, who violated security protocols by partially using commercial email services to handle official duties. “We detected the case in advance of (Yoon’s) visit and took necessary measures,” Yoon’s office said in a statement to reporters. North Korea-backed hackers have also been accused of stealing information from outside governments, businesses and think tanks. While the country has denied involvement, North Korea has been linked to major cyberattacks in past years, including a 2013 campaign that paralyzed the servers of South Korean financial institutions, the 2014 hacking of Sony Pictures, and the WannaCry malware attack of 2017.

Yoon's office did not specify any reasons for the resignations. But local media have reported there were troubles during previous personnel reshuffles at the National Intelligence Service (NIS). Yoon appointed two senior NIS officials to take over the deputy positions immediately, his office said. "Director Kim worked to reestablish the status of the NIS as the nation's top security intelligence agency during a government change, and build a collaboration system with intelligence agencies of friendly countries," Yoon's office said in a statement.

The Downing Street accord will see the countries agree to work closely on areas such as semiconductors - which South Korea is a major producer of - and artificial intelligence. Speaking to members of the South Korean community, Yoon said South Korea and Britain are partners that share universal values of freedom, human rights and rule of law, and form an economic community through trade, Yonhap news reported. The talks on a new trade deal will aim to replace the carry-over trade deal from when Britain left the European Union, which was based on replicating a deal with the EU from 2011 and reduced tariffs in a range of areas. Yoon is scheduled to depart on Sept. 18 for the five-day trip during which he is expected to give a keynote speech on Sept. 20, Yoon's deputy national security advisor, Kim Tae-hyo, said. The trip would follow North Korean leader Kim Jong Un's rare summit with Russian President Vladimir Putin this week where they discussed military matters and possible Russian help for the North's satellite programme. Yoon will deliver a message on possible military exchanges between Pyongyang and Moscow at the General Assembly, South Korean news agency Newsis said, citing the presidential office.

Yoon's meeting with Li comes after the South Korean leader vowed to enhance cooperation with China and Japan. Just hours earlier, Yoon said any attempts to change the status quo by force in the South China Sea cannot be tolerated. SEOUL (Reuters) - South Korean President Yoon Suk Yeol said on Wednesday any attempt to cooperate with North Korea on military affairs in a way that damages international peace must immediately halt, his office said. Yoon made the comment at a summit meeting with Southeast Asia's ASEAN bloc countries in Jakarta, Indonesia, his office said. "Attempt at military cooperation with North Korea that harms international peace must immediately halt," Yoon's office quoted him as saying at his meeting with the leaders of ASEAN countries earlier on Wednesday. North Korea and Russia have denied they were in arms negotiations. At a later meeting with ASEAN leaders together with Japanese Prime Minister Fumio Kishida and Chinese Premier Li Qiang, Yoon said South Korea will work closely with the two Asian neighbours with the goal of resuming their three-way summit.

The South Korean government, however, has said it sees no scientific problem with the water release, though stressing it does not approve of it, and banning the import of seafood from waters off Fukushima, north of Tokyo. Despite such efforts, South Korean environmental groups and many members of the public are alarmed and Yoon's disapproval rating has risen to the highest in months, a Gallup Korea poll of 1,002 people showed. The Fukushima nuclear plant was wrecked by a tsunami triggered by an offshore earthquake in 2011.
